Dr Alphoncina Kagaigai

Dr Alphoncina Kagaigai is a Project Manager for the BCEPS-NORAD funded project, titled: Fair Choices on the Path to Universal Health Coverage (UHC) 202C–2030”. The project is being implemented in Tanzania by Muhimbili University of Health and Allied Sciences (MUHAS) in partinership with the Ministry of Health (MoH), the Prime Minister’s Office-Regional Administration and Local Government (PMO-RALG), and the National Health Insurance Fund (NHIF). She is a health economist who works as a Lecturer, researcher and consultant at MUHAS, School of Public Health and Social Sciences (SPHSS). She holds a PhD in Health Economics from the University of Oslo Norway, a master’s degree in Economics, and a bachelor’s degree in Economics and Statistics from the University of Dar Es Salaam. Her research interests revolve around healthcare financing, and economic evaluation of healthcare intervention programs such as HIV, NCDs, and mental health. Additionally, she conducts research related to health systems, gender issues and impact evaluation. Her recent publications can be accessed here.

Dr. Joyce Samwel

Dr. Joyce Samwel is a Medical Doctor with experience supporting research and academic activities at the Muhimbili University of Health and Allied Sciences (MUHAS), particularly within the Directorate of Research, Publication and Innovation. She has been actively involved in coordinating trainings and workshops, supporting research and innovation initiatives, and preparing technical reports for departmental and Senate meetings. Joyce is an aspiring Master’s student in Health Economics at Muhimbili University of Health and Allied Sciences, with a growing interest in health financing and economic evaluation to inform policy and decision-making. Her research experience includes projects assessing women’s quality of life, with a focus on health service utilization and the costing of healthcare services to support evidence-based health planning and decision-making. She has also contributed to multiple research studies addressing infectious diseases, including HIV, as well as mental health.

Harris Wimile is a Data Analyst and Health Economics specialist with expertise in Research, health financing, monitoring and evaluation, and data-driven decision-making. He holds a Master of Science in Health Economics and Policy from Muhimbili University of Health and Allied Sciences and a Bachelor’s degree in Development Economics from the Institute of Rural Development Planning. With experience across public health, research, and business-sector analytics, he specializes in statistical modelling, economic evaluation, data visualization, and performance analytics using tools such as STATA, SPSS, R, Excel, and Tableau. As Neil Gaiman once said “Research is creating new knowledge.” Harris is committed to leveraging rigorous research and health technology assessment to strengthen health systems, inform policy, and advance sustainable social and economic development. His work is dedicated to supporting institutions that seek measurable, transformative impact at community and national levels and international levels

Mwasiti Kennedy

Mwasiti Kennedy is a seasoned accounting professional with over 15 years of experience in financial management. She holds a Bachelor of Commerce in Accounting (B. Com) and a Master of Business Administration (MBA) from the University of Dar es Salaam. She is also a Certified Public Accountant (CPA-T), demonstrating her strong professional competence in accounting and finance. Mwasiti currently serves as an Accountant at the Muhimbili University of Health and Allied Sciences (MUHAS), where she works in the Final Accounts Department. In this role, she is responsible for overseeing financial reporting processes and contributing to effective financial management within the institution.

Dr. Othman Haji

Dr. Othman Haji is a medical doctor in Tanzania with a postgraduate degree in Health Economics and Policy. He currently serves as the focal person for the “FairChoices on the Path to UHC” project at the National Health Insurance Fund (NHIF) in Tanzania. He is also an aspiring PhD candidate at the Bergen Centre for Ethics and Priority Setting (BCEPS) at the University of Bergen. He has contributed to research on decision support for noncommunicable diseases (NCDs) in Tanzania. With a strong background in medicine and health economics, Dr. Haji is passionate about economic evaluation, health technology assessment, health financing, and universal health insurance and coverage. His work integrates research and practice to inform policies that expand access to healthcare and strengthen financial protection for the population.

Dr. Anzibert Andrew Rugakingira

Dr. Anzibert Andrew Rugakingira is a distinguished public health specialist and health economist with over 12 years of experience across government, non-governmental and international organizations. He currently serves in Tanzania’s Ministry of Health, Directorate of Policy and Planning, as Monitoring and Evaluation Specialist for the World Bank projects. His career incorporates roles at the World Bank, National Institute for Medical Research, Kairuki University and the Ministry of Health, where he managed patients at Dodoma Regional Referral Hospital and later coordinated national programs on non-communicable diseases, maternal and child health. He holds advanced degrees in medicine, public health, leadership, management and economic diplomacy, alongside specialized certificates in global health, project management, monitoring and evaluation and health economics

Dr Bakari Salum

Dr Bakari Salum is a Public Health Specialist working with the Prime Minister’s Office-Regional Administration and Local Government (PMO-RALG) as a Coordinator for Non-Communicable Diseases. He is an experienced Medical Doctor with a history of practicing in clinical and managerial positions across the Primary Health Care for over 15 years working as a District Medical Officer in Morogoro and Arusha regions. He graduated his Master’s in Public Health at Muhimbili University of Health and Allied Sciences, currently a PhD student at the same institution. He has participated in implementation of NCD interventions, research and developing/review of guidelines and other publications on Non-Communicable Diseases and Primary Health Care in general. He actively participated as a focal person in the implementation of first phase of BCEPS NCD project.
