BCEPS’ Support to the Africa CDC Health Economics & Financing Division

Background

Although insufficient health spending remains a major constraint across Africa, inefficient and inequitable use of existing resources is also critical. Strengthening the domestic resource mobilization and governance, especially governance of how resources are allocated is central to Africa’s Health Financing in a New Era strategy, and to the New Public Health Order strategy.

The Bergen Centre for Ethics and Priority Setting (BCEPS) collaborates with the Africa CDC Health Economics and Financing Division (HEFD) to contribute advancing the implementation of Africa’s Health Financing in a New Era strategy, particularly by reinforcing the pillars of

  • Domestic Resource Mobilization
  • Governance —Efficient and Fair Resource Allocation

BCEPS’ contributions reinforce these pillars by:

  • Support the institutionalization of evidence informed priority settings in health to support systematic, and transparent identification and implementation of high priority health interventions that ensure value for money and fair distribution
  • Generating continental health economic evidence that informs priority setting decision making
  • Support the development of continental frameworks, strategy, tools, guidelines and training packages
  • Strengthening Health Economics and Financing Division’s capacity

Project Deliverables

  • Technical Assistance
    • Provide technical assistance for HEFD in the development of evidence informed priority setting continental frameworks, and normative guide
    • Support in developing Health technology assessment curriculum
    • Support the HEFD in conducting a bi‑annual Africa Health Financing Lecture Series
  • Capacity Building
    • Support the HEFD in providing training in evidence‑informed priority setting, health benefits package development, and HTA to Member States
    • Support the HEFD in digital course development and delivery of virtual training on Priority Setting in Health
  • Analytic and Research Support
    • Co‑produce evidence on cost‑effective health interventions that contribute to reducing premature mortality across Africa, at continental, regional, and Member State levels. This represents a potential area for deeper collaboration at Executive Office level jointly with HEFD

Mizan Kiros Mirutse

Mizan Kiros Mirutse is a medical doctor who graduated from Addis Ababa University Medical Faculty in 2012 and holds a Masters in Global Health from the University of Bergen. Through his extensive academic training, ten years of professional experience in the Ethiopian health sector (including as director for resource mobilization, Director General of the Ethiopia Health Insurance Agency, Senior Health Financing Advisor to the minister, and National COVID-19 response Coordinator), and active participation in global health platforms, Dr. Mirutse has acquired extensive experience and expertise in global health, health systems, and health economics and financing.
