Phase 1: Health System Mapping

Comprehensive mapping of Tanzania’s health system, Community Health Fund implementation, and regional health needs across mainland and Zanzibar.

Phase 2: Evidence Synthesis

Systematic review of cost-effectiveness evidence, local adaptation of intervention parameters, and modeling of CHF benefit package scenarios using FairChoices tool.

Phase 3: Community Engagement

Multi-level stakeholder consultations with Ministry of Health, NHIF, regional health authorities, and community representatives to validate priority setting recommendations.

Phase 4: Implementation Support

Development of implementation guidelines, capacity building programs, and monitoring frameworks for CHF benefit package rollout across Tanzania’s 31 regions.
